Gandhinagar, Wednesday: Attempt to portray Government of Gujarat (GOG) as an allegedly corrupt state by the Comptroller and Auditor General of India (CAG) through media reports just on the basis of estimates and certain ‘draft audit report' has been strongly opposed by government spokespersons-ministers Jay Narayan Vyas and Saurabh Patel here today.

They described such an attempt by a Constitutionally-formed specialized agency like CAG as politically motivated reflecting prejudice against GOG and its observations as all false and far from truth. Neither the people of Gujarat are to be waylaid by misleading canards, nor is the development of the state to be halted.

As per the provisions of the Constitution of India, the ministers said, preparing CAG report is a step-by-step defined process. The independently audited draft reports of different departments of State Governments are first sent to related department where needed and then to the respective State Assemblies. They are tabled in the House, examined in detail by the Assembly Speaker, sent to Public Accounts Committee (PAC) headed by an opposition MLA in Gujarat, and then specific paragraphs are sent to departments concerned for query, including seeking opinion of officers concerned.

The ministers said the entire process is as per the Constitution and transparent and it takes place in presence of the representatives of CAG and Finance Department. If required the services of independent experts is also sought. It is then sent back to the government with remarks, and only then the report is accepted and considered to be final. Each and every point raised by CAG is deeply probed, discussed with utmost caution impartially.

The present PAC in the Gujarat Assembly comprises members on the pro-rata basis of the party's strength, and is headed by sitting senior Congress MLA and ex-minister Mohansinh Rathwa.

The ministers said the present PAC is currently examining the balance-sheets of 2002-2003 and that of the following financial years are yet to be taken up. The ministers said it is no exaggeration to state that publishing CAG draft reports based on estimates as news reports smacks of a premeditated, prejudiced and political move to mislead the people, which is strongly objectionable. They described as part of a systematic conspiracy to malign the present government in Gujarat

They said the news reports that the present PAC was currently busy with balance-sheets of 1997-98 is also far from truth.

Referring to Mr. Anna Hazare's ‘fight against corruption', the ministers said, the Gujarat Government's has constituted a five-member high-level Ministers' Study Group to bring about suitable amendments Gujarat Lokayukt Act, in consonance with proposed Lokpal Bill in Parliament.
