Gujarat CM welcomes state Budget 2016-17 which will take Gatisheel Gujarat to new heights

Chief Minister Smt Anandiben Patel welcomed Budget 2015-16 presented by Gujarat Finance Minister Shri Saurabhbhai Patel in Legislative Assembly today, with an aim of furthering the objectives of the holistic and balanced development of the state. She stated that the all-inclusive Budget will accelerate the journey of development under ‘Gatisheel Gujarat’ and allocation of resources has been made by according priority to agriculture, social services and infrastructural development.

The Budget 2016-17 is of the size of Rs 151852 Crore, which includes new schemes and services, committed expenditure, and the existing plan schemes. This outlay shows an increase of nearly 13% compared to revised estimate of 2015-16. The Budget shows an overall surplus of Rs 245 Crore and Revenue Surplus of Rs 3236 Crore. It is worth noting that, this is the sixth consecutive Budget to be presented with a Revenue Surplus.

The new budget consists of provision that gives impetus to CM Smt Patel’s vision of Gatisheel Gujarat. Continuing the legacy of Gender Budget, the new budget consists of provision of Rs 50,585 cr. for gender related schemes which shows an increase of Rs 2739 Cr. against last year provision of Rs 47,846 crore. 611 schemes have been incorporated in Gender Budget. 136 schemes have 100% allocation for women have been identified. Through this Rs 2089 Cr have been allocated towards special requirements of women and girls for education, health, nutrition, skill enhancement and economic empowerment. Some important schemes for women include Government hostels for girls and an allocation of Rs 31.56 Cr has been allocated for the same. Vidhya Lakshmi bond – a scheme that provides incentives for the girls from BPL families and an allocation of Rs. 70.00 Cr has been made for the same. 117. 37 Cr provision is made for Economic Empowerment and Skill up-gradation of Women. Giving complete medical assistance to mother and child at one-stop, special ‘Mother & Child Hospital’ will be established in Ahmedabad for which Rs 5 Cr is provided by Health and Family Sector. Further there is a provision of Rs 60.00 lakh to carry out research studies for individual. Institutes of Gender Studies will be established for sensitization of various stakeholders and creation of gender sensitive society. For the protection and welfare of women Nari Adalat, Abhiyam 181 Helpline and provision for welfare schemes likes Dikri Yojna, Destitute widow pension has been made.

Hon’ble CM Shrimati Anandiben Patel has taken the momentous decision of announcing 2016-17 as the Year for Youth Development in the memory of Indu Chacha. Celebrating ‘Yuva Shakti’, year 2016-17 will be celebrated as ‘Yuva Vikas Varsh’ with special provision in the budget to empower them. In a step towards harnessing Yuva Shakti to enhance public services, 66000 youth will be placed at different govt posts across state. Covering more students under #MYSY, upper income limit has been increased to Rs 6 lakh & percentile limit has been reduced to 80. CM Smt Patel has always given Education utmost priority and this year with the provision of Rs 23815.74 crore for Education department – focusing on improving infra-quality of education.

Giving boost to small industries & increase employment opportunities, special Mini & Rural GIDCs will be set up in remote areas.

A total provision of Rs 5792.45 crore under plan and non-plan for Agriculture and Co-operation Department is made. With the objective of sustained growth in agriculture, providing liberal support to farmers at time of natural calamities and to ensure primary position of Gujarat in agricultural development in the country. Provision of Rs 375 crore for Crop Loan to farmers at interest of just 1 per cent will relieve farmers from the financial burden. Being aware about difficulty faced by farmers in acquiring fertilizer during peak season, state government has decided to setup Fertilizer Storage Facility.

Budget gives major relief to those involved in animal husbandry by providing interest relief in loan on purchase of animals.

A plan of Rs 9050 crore under Sardar Sarovar Yojna–the pride of Gujarat. For the assistance to farmers to increase their income by enhancing crop production through drip irrigation in approximately 3 lakh hectares of land, a provision of Rs 765 crore is made. To supply irrigation-drinking water in tribal regions, Rs 1650 crore has been allocated to strengthen water distribution network. A plan of Rs 5244 crore for water resources and Kalpsar division has been made. For improvement and strengthening of the existing canal network of reservoirs, a provision of Rs 498 crore for improvement and strengthening of existing canal network is planned. A Total provision of Rs 5792.45 crore under plan and non-plan for Agriculture and Co-operation Department is made. Total provision of Rs 355.56 crore for various schemes under Horticulture and a provision of Rs 747 crore under Co-operation Sector is made. Total provision of Rs 6729.42 crore under Plan and Non-Plan for Panchayat, Rural Housing and Rural Development Department. Under which a provision of Rs 185 crore for Smart villages is made. Every Smart village will be provided special assistance by State Government. A provision of Rs 223.75 crore to strengthen drinking water and drainage system in Rurban villages is planned. 22. Besides making new provisions, existing projects Dholera SIR, MEGA, SOU and others will get boost with allocations made for them.

State Government is committed to have permanent solution of drinking water requirement for which the plan is Rs 3400 crore under water supply sector is made. Planning of Rs 40 crore to construct 6 balancing reservoirs in North Gujarat and Saurashtra for storage of drinking water based on Narmada Cana and total provision of Rs 730.33 crore for group water supply schemes and individual / mini pipe and hand pump as a part of permanent solution for drinking water in vanbandhu areas is done. Besides this, for Forest and Environment a total provision of Rs 1292.86 crore is made. For revenue department Rs 2893.45 Cr, for Food and Civil Supply Rs 1029.78 Cr, for Law and Order Rs 4643.03 cr., for legal department Rs 1723.75 cr., for science and technology department Rs 373.63 cr is allocated.

CM Smt Patel stated maintaining proper balance between rural-urban demographics and welfare of citizens across spectrum, Budget 2016-17 has got something for all and focusing on holistic development of the state, Gujarat Budget 2016-17 encompasses every region, sector & all sections of society. This budget has been after intensive discussions with stakeholders and it takes into consideration citizens’ feedback from across state, CM added.
