On World Tourism Day, Gujarat Government announces new Tourism Policy 2015-2020, aiming to harness potential & scope of Tourism in Gujarat

Under the guidance of Gujarat Chief Minister Smt Anandiben Patel, Gujarat Government announced its new Gujarat Tourism Policy 2015-2020 to harness potential and scope of Tourism in Gujarat optimally.

With Tourism sector being accorded ‘Industry’ status for the first time, all the benefits that industries get will now be earned by tourism sector also. To give greater impetus to the tourism sector by strengthening infrastructural facilities, Guj CM has decided to give subsidy on capital investment as well as on interest for setting up hotels as a benchmark initiative. To encourage women entrepreneurship in this sector, women driven tourism units will get 30% subsidy.

The objective of this new Tourism Policy is also to generate employment opportunity for additional 20 lakh people by improving their skill, knowledge and professional approach. This policy is expected to attract investment worth Rs. 15,000 crore in this sector. This policy will encourage self-employment and will benefit the people selling Khadi, handicraft and other objects of interest.

The main features of tourism policy

1. Vision :

The newly declared Tourism Policy focuses on sustainable and all inclusive growth and is intended to develop pleasant visitor experience, employment connection, handling environmental issues and to develop and promote tourism as ‘Economic Growth Engine’ and to reinforce Gujarat as ‘Tourist Destination’.

2. Mission :

To develop tourism products and strengthen infrastructure

To generate employment for local people through specific skill development

To promote tourism by improving and protecting the environs

To create necessary infrastructural facilities by investor friendly policy

To focus on branding of Gujarat as a major tourist destination

3. Objectives :

To be one of the top five states of the country in terms of local, domestic and international tourists

To promote MICE segment by supporting conventions/exhibitions, facilities and infrastructure

To develop innovative tourism activities based on medical, adventure, inland waterways, cruise, festivals/fairs/events and others

To increase frequent visits and excessive stay by offering various tourist packages and products

To develop economical lodging-boarding facilities and a special travel circuit for senior citizens, housewives, farmers, students and specially-abled people

To provide tourist information, transportation services, accommodation and wayside facilities

To increase the use of ITC in this field and to improve the quality of service

To develop tourism in the state by creating environment-friendly tourism products

To create structure for public-private partnership to develop tourism products, projects and services

4. Strategy :

1. Increase in tourism infrastructure

Financial assistance for creating civic amenities, accommodation and other tourism related infrastructure

To develop wayside amenities on the state highways

Additional financial aid for promoting tourism in periodically notified areas

To develop large scale tourism to manage season-based tourists

Regional Air Connectivity by developing new air-strips

Financial assistance to women/Scheduled Caste/Scheduled Tribe/Differently-abled investors

Facilities to support MICE in urban areas

Mega tourism projects in the areas with high potentiality

Special incentives to investors on the use of ITC in tourism

5.Time limit for Tourism Policy :

The newly declared Tourism Policy will be in effect in the whole state from the date of notification till 31/03/2020 or announcement of new or revised policy, whichever is earlier.

6. Incentives and Subsidies :

Capital Subsidy

15% subsidy on project according to investment size

5% additional subsidy in Pilgrimage and Eco Tourism

5% additional subsidy for women/Scheduled Caste/Scheduled Tribe/Differently-abled investors

Additional 5% subsidy to upcoming tourism units in Gandhinagar Corporation and peripheral areas of 20 kms.

Interest Subsidy

5% to 7% depending upon the place• 7% for Heritage Hotel

Relief in Registration and Stamp Duty

100 % reimbursement on registration and stamp duty for all tourism infrastructure projects Luxury Tax

100% exemption for 5 years

Entertainment Tax

100% exemption for 5 years

Electricity Duty

100% exemption for 5 years

Mega Tourism Project

The project with investment of more than Rs. 75 crore and providing employment opportunity to more than 150 people to be considered as Mega Tourism Project and these projects will be given capital subsidy upto Rs. 20 crore and exemption for 7 years in entertainment and luxury tax as an additional incentives Assistance for Sustainable Tourism

Eligible Tourism Units will get one time 75% of Energy Audit cost or maximum Rs.50,000, available only once during the policy term.

Other Incentives

Reimbursement of Skill Development cost to recognized institutes

Regular monthly stipend to local tourist guides

Innovative projects to give incentives

Marketing support to travel agents and tour operators for participation in leading national and international events

7. Other Initiatives :

Wayside quality amenities to be developed on state highways, which will be progressively extended to other major highways.

Implementation of tourism projects on Public-Private Partnership model

Home-stay policy

Tourist Police

Provision of amendments in regulations for hotels for construction of hotels

Provision of Excellence Awards in the field of Tourism

8. Implementation Mechanism :

State Level Empowered Committee and State Level Implementation Committee formed for proper administration and implementation

Under this policy, ITC enabled services/products will be implemented on experimental basis for pleasant tourist experience. Assistance for audio-visual guide will be provided at selected sites.

Under this new Tourism Policy, providing economical lodging-boarding facilities and a special travel circuit for senior citizens, housewives, farmers, students and specially-abled people is also an objective
