Gujarat Responds to Challenges of Climate Change

Global Warming is one of the most burning issues prevailing in the world. Besides, the effects of Climate change can be seen in the unprecedented heat waves, cyclones, floods, salinisation of the coastline and impact on agriculture, fisheries and decline in health standards that have been affecting the world at large. In this era of global warming and climate change, Gujarat as emerged as a model case study on how a committed, pro-active government can bring about a positive change.

Considering the worst effects of rising global warming in the world, Gujarat has come up with a separate Department to address the issues of Climate Change.In fact this is the first of its kind initiative in Asia and only 4th State in the world to have a Department for Climate Change!



The Climate Change Department was set up in 2009 and is headed by Shri Narendra Modi. While declaring the initiative Shri Modi had said “Gujarat government’s separate department for climate change will act as a bridge between government and society to address the issues related to global warming”. The initiative is one of the dream projects of Shri Modi and his views on the same can be read in detail in the book “Convenient Action- Gujarat’s Response to Challenges of Climate Change”.

Promoting Renewable Energy

A large amount of carbon emission is related to energy production so it becomes inevitable to promote renewable energy. Gujarat earns highest Carbon Credits in India, the table here shows some of such recent initiatives undertaken by the State Government:

Preserving Mother Nature:

  • Social Forestry in Gujarat sets a benchmark of 14 Trees per Hectare.
  • More than 30,000 hectares of mangroves planted.
  • Around 20,000 hectares of land undertaken for plantation outside forest area.

‘Per drop-more crop’: Shri Modi’s Mantra for Water Conservation

  • More than 4 Lac Micro Water Harvesting Structures constructed.
  • Drip Irrigation System is initiated in Gujarat to inter-link 21 rivers of the State for Conservation of water.
  • Results: Rise in the ground water level throughout the State, water table has risen from 3 meters to 13 meters, Rise in Agriculture Income by 4 times.

Remarkable Agriculture Growth Rate

  • All agro-climatic zones have agro-meteorological fieldto provide weather based advisory farming.
  • 3 Specific Centers set up at Anand, Navsari and Junagadh to study likely impacts climate change on agricultural growth.
  • Results: A record 11% growth in agriculture.

Conserving Environment The Urban Way

  • Large Urban Efficiency Program covering all Municipal Corporations and major Municipalities to save 30% energy.
  • Successful implementation of BRTS in Ahmedabad.
  • 3.6 Lac Auto Vehicles switched over to Clean Fuel of CNG/LPG in the last 7 years.
  • Results: Ahmedabad, which was the 4th Most Polluted city in India has improved to the 66th rank in the last four years.

The Recent Moves in Department of Climate Change:

In the recent Vibrant Gujarat Global Summit the state government signed 3 year Memorandum of Understanding (MoU) with The Climate Group. The MoU is signed with aim to address climate change issues in the State through integrated strategies and develop biomass based and other renewable energy sources. While signing the MoU, Mark Kenber, CEO The Climate Group, said “We are delighted that the Government of Gujarat, a climate change leader in India, has joined the States and Regions Alliance.”
