Allot more funds to cities to complete development Work speedily

GoI should allot separate funds for maintenance of Heritage buildings

Gandhinagar; Gujarat Government today urged the Central Government to set different standards for Metro Cities, Small Municipalities and Nagarpalikas while allotting funds under JnNURM-II. The cities which adopt measures for speed for development should be encouraged by allotting special funds for further growth. While speaking at the second meeting of NDC Sub-Committee on urbanization held here, Gujarat Urban Development Minister Shri Nitinbhai Patel who was deputed by Chief Minister Shri Narendra Modi on his behalf, said that the GoI has made certain reforms compulsory for State Governments and Municipal Corporations while giving assistance under JnNURM-I.

Gujarat Minister also pointed out the issue of maintenance of old heritage buildings which are mostly located in Gujarat and Rajasthan. He stated that Government of India should give separate funds for maintenance, repair works and renovation of Forts, Palaces, heritage structures etc as these properties do not come under ASI.

Suggesting to put on track the facilities of bus service in small cities on PPP mode, Shri Patel said that viability gap fund or support grant should be provided for promotion of bus services in cities where sufficient public transport services are not available. He also urged for viability gap fund to be made available for Metro Projects.

Government of India should also make provisions for education, health, sanitation etc for urban poor under the JnNURM-II as the numbers of poor in cities are also on a rise due to increase employment opportunities. On line of DRDA, GoI can establish District Urban Development Authority. Gujarat has already set up DUDA. GoI should provide 100% funds for water, drainage system, education, health, sanitation for urban poor, the Minister requested.

Referring to the project approved under JnNURM-1, Shri Patel asserted that GoI allots funds on the basis of estimated amount of the project when the proposal is submitted, but by the time the grants are allotted, it is found that 50% escalation in the estimated amount has already taken place and therefore municipalities face financial problem during the implementation of the project. GoI should take note of these crises and bring in a fresh provision to allot more funds to the State keeping in mind the RBI Index.

The Gujarat Minister demanded that GoI should also give financial assistance for multi-level parking, purchasing of CCTV for enhancement of traffic system, construction of ring-roads and by-pass roads.

A number of projects are held up in the state due to sanction pending in the Ministry of Railways. He demanded that some power should be given at Zonal level officers to execute projects in times.

Shri I.P. Gautam, Principal Secretary (UD) and Shri Guruprasad Mohapatra, Ahmedabad Municipal Commissioner attended the meeting.
