Gujarat CM Attends Joint Conference of Chief Ministers and Chief Justices in New Delhi

Hon’ble Chief Minister of Gujarat Smt. Anandiben Patel while presenting her views on the 2015 Juvenile Justice Act in the joint conference of Chief Ministers and Chief Justices in New Delhi today, said that Gujarat government is active and responsive about Juvenile care, protection, rehabilitation and their social integration under the act. In the conference CM Smt. Patel also gave details about the Children Home – “Bal Gokulam” project currently being undertaken at Vadodara. Moreover, she added that the government is also going to start such projects at Rajkot and Ahmedabad this year. While in the conference CM Smt. Patel also informed that the state government has procured permission from the Commercial Court and the government is going to establish an International level Commercial Court in the state in the near future.

Talking about reducing the holdup of cases in lower courts, CM Smt. Patel said that Gujarat government has taken many steps including provision of sufficient funds and adequate infrastructure, increasing the number of judges, provision of sufficient human workforce, establishing special courts under various acts, and making maximum use of I.C.T. program among various other steps. It is worth noting that in the year 2003-04, the budgetary allocation of funds for the law department was Rs. 200 crore which in the current year’s budget has been increased to Rs. 1723.75 crore. Gujarat government is committed to providing excellent infrastructure to the state Judiciary for strengthening the judicial system, CM Smt. Patel added.

Also, evening Courts have proved widely successful in the state and through these courts over 9 lakh cases have been disposed of. In addition to that, computerization process has been employed throughout the state and IT connectivity has been provided to every district as well as taluka. This initiative will be beneficial for digitalization of documents and records through which higher transparency can be achieved. Currently, there is a system of judicial assistance functioning in the state for free legal aid to poor litigants, but the lawyers who are registered with the District Service Legal Authority are given inadequate remuneration due to which competent lawyers are not available. The state government is considering increasing the fees of such lawyers registered with the District Service Legal Authority. To prevent the holdup of cases in judicial courts, the state government has also launched various informal schemes like Nari Adalat, Tirth Gram Yojana, Samras Gram Yojana, and Lok Samvad Setu.

According to recently available data, a total of 184 Nari Adalats are operational in various talukas of Gujarat and in the next stage 75 more Nari Adalats are going to be operational. The benefits of this scheme are very extensive and its results are faster, inexpensive and permanent which aims to protect the fundamental rights of women. On the other hand, villages which have not registered any crimes under the Tirth Gram Yojana since 5 years are provided with additional assistance for development. As a part of the National Law University Act 2003, under the law department, a modern National law University has been established in the state to spread knowledge about various laws and the legislative process and their importance in the development of the nation. Considering Lok Adalts, Gujarat is foremost as compared to all other states. Different forms to dispose of disputes like Lok Adalats, arbitration, reconciliation and mediation show the importance of the ADR mechanism of the state. State Law Minister Shri Pradipsinh Jadeja expressed that Gujarat will remain fully committed to the concept of ADR and will also endeavor to implement it on a wider basis.
