Gujarat shows the way by incorporating E-Governance to deliver Speedy Justice

With the recent announcement of the launch of the country’s first complete integrated police ERP (Enterprise Resource Planning), Gujarat has further elevated its stature as a pioneer in effectively optimizing technology for speedy justice. The project will be recognized as the Home Department Intelligent Information System will comprehensively integrate all police stations, courts and jails.

Taking a step further ahead of the Central Government’s Crime and Criminal Tracking Networks and System (CCTNS) which is only confined to criminals, the Gujarat Government has incorporated facilities such as CCTV feedbacks, police control room and police e-governance and piloted this project at 4 police stations including Ahmedabad and Gandhinagar.

Shri Narendra Modi’s vision for reaching out to Gujarat’s citizenry with the help of technology is clearly witnessed in his mantra of e-Governance,“e-Governance is easy Governance, e-Governance is Effective Governance and at the same time, eGovernance is most economical Governance”. This far-sightedness has also made the legal and judicial mechanism of the State more resourceful by assimilating technology in it is functioning much ahead of time.

The Gujarat Government adopted the model of “e-court” way back in 2002 and in making technology a vital component of justice. This model features a Comprehensive Case Information System (CCIS) which co-ordinates the daily activities of the High Court and Lower Courts. The most interesting aspect of this model is that it handles the entire proceedings of a case from inquiry, entry of judgement to issue of process. The pilot project has been successfully operational in the City Civil Court, Ahmedabad.

The innovativeness of this concept is also seen in the provision of Video Conferencing from Courts to Jail at various Civil and Session Courts. Additionally, all court room proceedings are digitally recorded in coordination with the Directorate of Forensic Science in a manner that has eliminated tampering of proofs. Lastly, the database of all statute and case laws has been made available to all lawyers and judges in an easily accessible and cost-effective manner through an e-library. At the launch of e-library of the Bar Council of Gujarat, Shri Narendra Modi commended the aspect that the library will benefit 64,000 lawyers of the state with over eight lakh verdicts in English and 25,000 verdicts in Gujarati.

Shri Narendra Modi’s idea of “Pro-People Pro-active governance” has truly materialized in the judicial processes as well through various Public- Oriented Services at the Gujarat High Court which provide numerous amenities with lesser hassles such as Advocate-wise Cause List, advocate-wise registered papers, daily online case status and SMS facility for case status.

The biggest achievement of the technological interventions have been that so far 43 district court establishments have judgments available handily on the internet and nearly 191 Taluka Court Establishments too have been directly connected by GSWAN (Gujarat State Wise Area Network). In 2009, the efforts of Information Communication Technology in the Judiciary received an e- Governance accolade of “Award of Excellence in the Project Category of G2G/G2C” by the Computer Society of India.

The modernization of the legal machinery in Gujarat with models such as Home Department Intelligent Information System and ‘e-court’ has certainly achieved the greater goal of transparent governance by providing local solutions by making the best of global technology. To conclude in the words of Shri Modi, “Technology enables last mile delivery. Blending it with the will and determination to deliver, Gujarat has experienced the true power of e-governance.”
