Gujarat CM Attends 11th Meeting of Inter State Council in Delhi Presided over by Pm Shri Narendra Modi

Gujarat Chief Minister Smt. Anandiben Patel today said that the Gujarat Government is fully committed to nation’s progress through faster socio-economic development. Gujarat has been one of India’s best performing states and we look forward to collaboration and cooperation amongst the states to jointly usher in good governance in the country. CM Smt. Patel also lauded the NDA Government headed by Prime Minister Shri Narendra Modi for financial decentralization, better co-ordination and co-operation. CM Smt. Patel said that the Inter State Council is the constitutional entity for harmonizing the actions of the Centre and the States. Its effective utilization would give legitimacy to cooperative federalism. She complimented the Home Minister and Prime Minister for convening the meeting of the Inter State Council which is being held after a gap of 10 years. Shri G. R. Aloria, Chief Secretary also attended the meeting. This meeting of all Chief Ministers and Lieutenant Governors was set up by the Government of India to discuss mainly four agenda items which include i.) Punchhi Commission Recommendations; ii.) Use of Aadhar as an identifier for providing subsidies, benefits and public services; iii.) Improving quality of education with focus on improving learning outcomes, incentivizing better performance etc.; and iv.) Internal security.

Expressing her views on Punchhi Commission Recommendations, CM Smt. Patel said that the Gujarat government is in complete agreement with many of the recommendations, however the Central Government should take into consideration the views of Gujarat Government and take necessary actions to achieve the goal of co-operative federalism, so that our great nation progresses in leaps and bounds to become one of the most developed and vibrant countries in the world.

Discussing on the use of Aadhar, she apprised that Gujarat State has already enrolled 91.26% adult population under the scheme. For covering the remaining adult population, the State Government has set up 560 Permanent Enrolment Centers (PEC) at field level. She further added that the government has also constituted a Direct Benefit Transfer (DBT) Cell in the Finance Department to oversee both Aadhar seeding and also the flow of financial benefits to the beneficiaries’ accounts through DBT. The State Government will meet the deadline set by Government of India towards transferring all Government subsidy/ benefits through DBT in time bound manner.

Highlighting certain important schemes for improving the quality of education like Gunotsav, Kanya Kelavani Mahotsav & Shala Praveshotsav etc. CM Smt. Patel said that our emphasis on availability, access and affordability of college education has led to an array of initiatives to establish new universities and colleges by Government, Private and in also in PPP mode. She also requested the Government of India to conduct NEET exam in regional languages for the benefit of students.

Speaking on internal security, CM Smt. Anandiben Patel stated that Gujarat is considered to be one of the safest states in the country and the law & order situation is extremely good. However, Gujarat is vulnerable to external and internal threats due to several reasons. Gujarat has 512 km long international land border with Pakistan, with difficult terrain and creek areas. She also said that modern technology and tools helps in investigation and prevention of crimes. Also, Gujarat Forensic University has rendered invaluable help in investigation and sorting out very challenging and difficult cases.

CM Smt. Patel emphasized the need for additional Coastal Police Stations and boats in Gujarat to fill in the gaps in Coastal Policing given the long coastline and closeness to Pakistan. She also urged the Government of India to consider the request of the State for extending financial assistance for Gujarat Forensic Laboratory.

She also stated that the State Government has taken up number of initiatives to strengthen security, like Mahila Suraksh Samitees (MSS), Student Police Cadets (SPC) Schemes, Fishermen Sensitization Programs etc. to bridge the gap between the administration and public. She also highlighted some key steps taken by Gujarat to counter terrorism and threat from sea/land border in the meeting.
