Chief Minister Shri Narendrabhai Modi moved the Constitutional Amendment Bill-2009 –Which is already approved by both the houses of Indian Parliament, providing reservation to Schedule Caste and Schedule Tribe in Lok Sabha and Vidhan Sabha for ten more years -in the Assembly, and he urged to pass it through total consensus.
Chief Minister introduced the bill under Section-100; the Constitutional provision ensures representation of SC/St in democratic process and public life, ensuring decisive partnerships to them in the decision making process, which has remained the ideal behind the provision. Unfortunately, we could not realise it as a society-we have under performed as a society-, that the provision got extensions of 10-10 years. We resolve to fulfil the vision unitedly.
The Bill-2009:
Shri Narendrabhai Modi stated that 1200 years of slavery diminished our inner strengths. Evils got prominence. The stigma of Untouchability became incurable. Society got scattered. We have got an opportunity to do Prayashchit for the sins committed by our ancestors.
Referring to the unfortunate saga, under which we are not coming forward to elect a Dalit or Aadivasi on a general seat. Society has not developed such an environment. But Gujarat can take pride that Bharuch Seat is a general seat, even though it is being represented by a Tribal –Leader, even today.
Asking to preach the motto of “Shrama Mev Jayate”- establishing the importance of labor-, Shri Narendrabhai said that on the reserved seat the turn-out remains low. Very little enthusiasm is witnessed, as we do not pay enough importance to Shrama.
Both the houses of parliament have approved reservation for ten years, which is the right decision. Chief Minister urged to pass it with full support in the Assembly.
After debate, Bill is passed in the Assembly.
The Constitutional Ammendmet-2009-109th Amendment seeks to indicate that from 25th January 2010 to 25th January 2020, reservation for SC/ST in Lok Sabha and Vidhan-Sabha seats would continue further for the next ten years.
