Smart Component’ in the Making: Building of Information & Communications Technology Infrastructure Initiated at Dholera Sir

Work on implementation of Information & Communications Technology (ICT) for Dholera Industrial City, a Greenfield industrial township, jointly promoted by the Delhi Mumbai Industrial Corridor Development Corporation (DMICDC) and Dholera Special Investment Regional Development Authority (DSIRDA) was kicked off by conducting a workshop. Wipro Ltd has been awarded contract for ICT consultancy work which includes state-of-the-art design work for City Integrated Operations Centre, E-Governance, City applications (including analytics), Data Centre, citywide network and City dashboards.

Mr. Alkesh Kumar Sharma (IAS), CEO & MD, DMICDC stated, “Dholera SIR’s ICT Infrastructure for its flagship city Dholera is a game changer that will add to the economic growth and enhance quality of life with efficient operations and administration of world-class city’s infrastructure”.

Stating that Dholera SIR is a landmark project, Mr Ajay Bhadoo (IAS), CEO DICDL said, “The latest development marks the start of building Dholera Smart City’”. Dholera City, a first of its kind city to built, is expected to be functional by the year 2019 with several manufacturing units and an estimated population of around 1 lakh people.

ICT (Information and Communication Technology) infrastructure will be common thread to all the spheres of life in Dholera. Wipro Limited will design by emulating two world class smart cities (Singapore and London) and enhance benchmarks for proposing best of technological baselines for ICT infrastructure design for Dholera, including introduction of best practiced global process.

Dholera SIR’s ICT infrastructure clusters will support variety of functions, such as:

City Integration Operation Centre (CIOC) will be the heart of city that will coordinate all the city operations for synchronized functioning during normal and abnormal situations; such as relating to safety and security, effective traffic management, prognosis about potential issues, emergency response teams, city infrastructure (Water, Waste, Gas, and Power etc.).

In addition to existing initiatives of GoG, Dholera e-Governance and city applications will cover disciplines related to local administration and facilitation, transport, healthcare, education, urban planning, city asset management, citizen’s portal etc. An important initiative such as OMNI channel enabled “Citizens Interaction Centre” will provide one stop service for all requests of citizens. And also, will have standardized processes to enable civic authorities to follow regulatory framework, manage approvals, budgets and provide host of other citizen services proactively. City applications will be interfaced with social media such as Facebook, Twitter etc.

City applications will not only provide streamlined processes with wider and full availability of information to public domain, but will bring in increased accountability and transparency with easy access and higher visibility to the citizens, thereby providing increased satisfaction levels and strengthened relationship between authorities and citizens.

One of the process applications, built around SCADA for water management across Dholera, will leverage advance modelling and capabilities that will aid accurate prediction of water demand, improving quality, there by utilization, reducing water wastage besides will dynamically control the flow of water by managing pressure as needed. Similarly, the same functions will be adopted for waste water management.

Data Centre will be the cloud hub of the region offering advance computing platform to the tenants, business community & civil authority & Government Agencies etc.

City wide sensors will establish highly sensitive system for Dholera that will offer effective controls at all levels through intelligent algorithms in DSIR.

The city wide networks will be implemented to match comprehensive requirement of city wide voice, video, data for surveillance, traffic sensors, utilities and telecommunications for city tenants and civic authorities.

Dashboards at a glance view with facilities and predictive analysis will be availed to city managers that will combine official, observational, social media data, updated on real time basis to help understand city’s conditions.

Dholera will provide 24X7 electrical energy to match the international standards and will enable active participation of consumers where consumer will get choice of utilization time slots that will bring tangible benefits to consumer themselves.
